Electronic Resources Cataloging Policy

General Cataloging Practices
The provisions of the policy apply to all new records added to the database. Records added to the database prior to the implementation of this policy in 2001 will not be changed unless it is determined that failure to update the record will affect the overall integrity of the database. The fields listed below have been determined to affect the overall integrity of the database.

1. All fixed field codes
2. Call numbers
3. Public notes
4. Key title
5. ISSN
6. Holdings
7. Subject heading
A separate bibliographic record will be maintained for each format of a serial and for non-government document monographs in order to provide access to items that are available in both print and electronic versions. Exceptions include:

a) One record will be maintained for titles with links to multiple full-text databases such   as JSTOR and ECO.
b) One record will be maintained that covers both formats of microform sets that are now available online. The material type (q) will reflect the dual formats. Separate item records will distinguish the dual formats.
c) Government documents publications that are in both print and online versions will exist on one record and be coded with a material type of "u."

URLs connecting to the online version, to a table of contents, or to related web sites will be maintained in the bibliographic record for the text version of government documents.

A bibliographic record for a print version will be used to provide access to an electronic resource if no record for the electronic version can be found and exported.

NOTE: Any new decisions regarding this practice should consider the MeLCat Best Practices Guide. This document states that we should "...follow national guideline for creating separate bibliographic records for items being cataloged." "Libraries have the option of using a single bibliographic record for the print and electronic versions or separate records, following the CONSER cataloging guideline." The guide further defines desirable 530 and 776 fields that should be used if a single bibliographic record is being used.
 
Specific Cataloging Practices
 
1. Coding

Location codes, status codes, ICODE 2, and material type codes should be appropriate for electronic materials. Online videos will be coded as videos. The following codes are in effect:

2. Call Number

Call numbers will be assigned to all electronic resources. Whenever possible, the call number from the print version will be used. The inclusion of call numbers insures that electronic resources are included in collection analysis reports, that electronic resources are identified in accreditation reviews, and will support call number browsing.

Netlibrary records are often delivered with the letters "eb" at the end of the call number. These letters should be deleted.

To reinforce the concept that the material is available electronically, a text message will be inserted after the call number. It will say (ONLINE) to reinforce the idea that this material is not on the shelf. To automatically insert this message, the OPACMSG field in the item record should be changed to "o."

3. ISSN

This is a repeatable field. Compare the ISSN of the print version to the ISSN found on the electronic version. If there is a difference, make sure that both ISSN's are included in the record to insure that there is proper linking between research databases and our online catalog. The ISSN for the electronic format should be listed first, and the print format listed second. A sub field Z may be added to each ISSN to identify the format.

4. 222 Key Title
The key title of the electronic version of a serial should be an exact match of the key title found on bibliographic records for other formats of that serial.
5. 506 Restrictions On Access Note (R)
Use this field to provide special instructions and access restriction notes as needed. May also be used to describe related materials available electronically. Provides information on the restrictions that govern access to or the limited distribution of the described materials.

$c - Physical access provisions (R) - Arrangements required for physical access.
$d - Authorized users (R) - A class of users or specific individuals to whom the restrictions in sub field $a do not apply.
$e - Authorization (R) - The source of authority for the restriction.

A general descriptor that characterizes a file (e.g., text, computer program, numeric).

7. 530 field (Alternate format information)
Often records are provided with long 530 fields describing alternate web sites or formats. GPO often provides long descriptive 530 fields. These should be retained for government documents. Do not add the 530 field if it is not present in the record.
8. 538 Mode of Access [In Centra, the field label for the 538 MARC field is "Format"]

The 538 MARC field containing the URL should be included when doing original cataloging or editing records. No effort will be made to modify large sets of records, such as those purchased for NetLibrary materials .

As of February 2008, a separate 538 field will be created for each URL, with the exception of Government Documents. Cataloging practices for Government Documents do not lend themselves to such a split. [Approved by the IOC Team February, 2008]

9. 6XX - Subject headings
In order to insure accurate search results, subject headings must be consistent across all formats of the same material. Subject headings in electronic resource records should be compared to the subject headings in the bibliographic records for the print version whenever possible. Subject heading should be added to bibliographic records of electronic resources whenever it is appropriate based on our local practices.
10. 655 Genre/form heading

No genre/form headings will be applied to electronic resources. Limiting by material type has the same effect.

11. 710 Added Entry - Corporate Name
Delete 710 entries that reference NetLibrary.
12. 856 (Electronic location and access) (URL or PURL)

Provide the URL or PURL that links directly to the electronic resource or to the closest page that will provide the patron with format or issue choices.

As of January 1999, each URL or PURL used for access to an electronic resource must be placed in a separate 856 field.

12a. Local practices (Established by the IOC Spring, 1999 and revised January 2005)

MeL Databases:

  • All MeL databases will be cataloged and added to CENTRA.
  • All MeL databases will be added to the WAM table.
  • Each URL will include the WAM configuration settings.
  • Follow section 12f regarding the 856 sub field z. Follow the format given for CMU material.

Journals:

All journals (free and purchased) will be added to the WAM table.

Multiple 856 fields:

Each occurrence of the 856 field creates a new line in the OPAC record. Apply the following guidelines when working with 856 fields:

  1. If one link is a PURL and the others are not, keep the PURL and delete the rest.
  2. If one link is to a full version of the material and others to portions of the whole, retain the link to the full versions and delete the rest.
  3. If one link appears to be a more reliable source, keep the most reliable and delete the others.
  4. If a link is to a gopher site attempt to obtain a print copy of the material and delete the link (especially relevant for government documents.)
  5. If a link is not a PURL and appears to be a site of limited duration, attempt to obtain a print copy of the material (especially relevant for government documents.)
  6. If the links are to different formats (pdf, txt, htm) keep all of the links.

Too-broad or too-specific 856 fields:

Because some PURLs provide links that are too specific (for example, one edition of an annual serial), or too broad (for example, the homepage of the issuing agency), use multiple 856 fields to provide access to both the PURL and an appropriate URL when:

  1. The PURL links to a specific issue or edition of a serial, but an URL for an "index" page providing access to other issues or editions is available;
  2. The PURL links to the document in a single format (for example, PDF), but an URL for an "index" page providing access to the document in other forms is available;
  3. The PURL links to the website of the issuing agency, but an URL for the document (located on the agency website) is available.
856 fields that pose obstacles to patron access:

Some PURLs link to sites that pose obstacles to the patron (for example, an agency website with little, no, or very non-intuitive indexing or search capabilities, or a required password). In the case of sites that are confusing or difficult to use, add a sub field z (GPO often provides this for difficult sites) with detailed instructions on how to use the web site. Make the instructions as clear and simple as possible. If necessary, clarify the instructions provided by GPO. In the case of sites that require a password, add a sub field z instructing users to ask for assistance at the Reference Desk. Provide Reference staff with the password and instructions on accessing the site.

12b. 856 Indicators

NOTE: Beginning Spring 2001, use the 1st indicator 4, but do not make corrections to materials already in the database.

1st Indicator (Access method):

Most commonly used is: 4 (HTTP)

When doing copy cataloging, the frequent First Indicator is 7

These values were created in July 1997. Records created prior to that date will not contain Second Indicator values, so the indicator value must be supplied.

12c. 856 Sub fields

Some PURLs link to sites that pose obstacles to the patron (for example, an agency website with little, no, or very non-intuitive indexing or search and retrieval capabilities). In these cases, place the URL in sub field u of the 856 field and store the PURL in sub field x (Non-public note). This action stores the PURL in the bibliographic record in case the URL ceases to function, and the PURL is needed to locate the resource (for example, when an agency dissolves, and GPO stores the agency's resources on an archival server).

When exporting bibliographic records from OCLC, catalogers will need to ensure that spacing characters in 856 field URLs, such as "underscore" ( _ ) and "tilde" ( ~ ), are represented either literally (i.e. by " _ " or " ~ ") or by ASCII characters (e.g. "%5F" for underscore" and "%7E" for "tilde" ). For more information, refer to OCLC's Bibliographic Formats and Standards, 856 Electronic Location and Access, the final paragraph on: "Encoding non-USMARC characters." ]

12d. Sub field 3: (Materials specified)

This sub field is non-repeatable.

Specifies the part of the bibliographic item to which the electronic resource applies. For example, Index, Finding aid, Summary, Bibliography, Abstract.

Should be used when Second Indicator value is 2. Can also be used to denote serial coverage, such as Current issue only, 1997-, Vol. 19-23, etc.

CMU USE OF THIS SUBFIELD: As a rule CMU will not use sub field 3 although Clarke and Government Documents records may have reason to include this sub field as part of their cataloging practices. See section 12f of this policy for details on URLs for related materials such as tables of contents and publisher's notes.
12e. Sub field x: (Nonpublic note)
This sub field is repeatable.
12f. Sub field z: (Public note) - APPROVED STANDARDIZED PHRASES FOR THE SUBFIELD Z ARE LISTED IN THIS SECTION
This sub field is repeatable. See references to this sub field in other parts of this document.

NOTE: In November 2004, the following policy regarding "related" material was adopted by the Operations Group, the Cataloging Committee and the Innopac Operations Committee.

Database Maintenance staff will identify records containing 856 fields linked to related materials. Links to table of contents will include a |z that is worded "Table of Contents." Links to publisher's sites will automatically be deleted. Other links will be dealt with as seems appropriate. Whenever possible, a blanket decision on how to handle specific categories of links will be made. Such decisions will be made in consultation with the Bibliographers Group.

Standardized language for 856 sub field z as of December 2004:

  1. FORMAT: Links to most full-text resources should have a sub field z that reads

    "Connect to online resources - CMU authorized users."

a) This applies to both monographic and serial publications, including   electronic books with a material type of @.
b) Items such as web pages and government documents that are freely available on the web do not need the phrase "CMU authorized users."

Based on discussion with the MeLCat coordinators, links to government documents that are freely available do not need to identify the library affiliation. They will read:

-- Include any format identifiers that are required.

Government Documents that are licensed and restricted to in-house use will read:

"Connect to online resource - CMU Library on-site users only"

2. TABLE OF CONTENTS - Links to tables of contents should read:

"Table of Contents"

3. RELATED MATERIAL -  Links to related/supporting information and web sites should read:

"Connect to related web site"

4. HOLDINGS, ETC. - Other sub field z text currently in use includes:

IT IS ACKNOWLEDGED THAT NEW SITUATIONS WILL ARISE FOR WHICH THE APPROVED SUBFIELD "Z" STANDARDIZED PHRASES DO NOT APPLY. NEW SITUATIONS SHOULD BE BROUGHT TO THE IOC FOR INITIAL DISCUSSION. RECOMMENDATIONS WILL BE MADE TO OTHER COMMITTEES AND DEPARTMENTS AS APPROPRIATE.

13. 866 Holdings (Library Holdings)
Consistent with practices for non-electronic formats of serial publications, an 866 holdings statement will be added to records for electronic serial publications.

Note: This practice will not apply to government documents serial records.
14. OCLC Holdings
Our holdings symbol will be added to the OCLC database as is the practice with non-electronic formats. Our holdings symbol will be removed from the OCLC database if access to the electronic resource ceases. In case of electronic serials a Local Data Record (LDR) will also be added to OCLC as is the practice with non-electronic serial publications.
